JACKSONVILLE, Fla. --  For decades Earl and Sue Allen have rented out mobile homes individually on their Northside property.

Last month, the Florida Department of Health inspected the property and told them they need to become a mobile home park.

"We could not believe it,"

Allen said the last time a mobile home was placed on the property was 1986, and they have complied with all state and county laws.

"We're torn apart by it. We don't know what to do," she said.

They're confused and frustrated and the bureaucracy is not helping.

The Florida Bureau of Mobile Homes told them they do not meet the standard for a park and the zoning department told them they're not zoned for a mobile home community.

"We don't understand who is right and who is wrong," said Allen.

And if they refuse to turn their property into a mobile home park they are subject to hefty fines. 

"We are fined $500 a day

JACKSONVILLE, Fla. -- It's the home of the national champ Sharks and the place families go to see the circus. A place that cost taxpayers $130 million to build.  So when we saw missing bricks at the Jacksonville Veterans Memorial Arena, we started asking questions.

City of Jacksonville Senior Project Manager David Schneider oversees some of the city's biggest projects like the Veterans Memorial Arena and the new courthouse.  His background is in engineering.  "Civil engineer, professional engineer," he said.

JACKSONVILLE, Fla. -- The White House sent a team to the First Coast to tout the value of small businesses in creating jobs and helping in the economic recovery.

Cabinet Secretary Christopher Lu  participated in a forum that targeted Asian and Pacific Islanders who have businesses on

"Over the past three years 17 tax cuts," said Lu during a speech outlining what the President Obama administration has done to support small businesses.

Manish Kothari is owner of Prism Lighting, a small company in Mandarin that manufactures emergency lighting used by fire departments.  The company is ten years old and employs six people and is expanding.

"You cannot keep your boundaries to just one country. You have to look outside," said Kothari, who noted the cost of shipping and receiving goods has gone up almost ten percent in the past year.

JACKSONVILLE, Fla. -- The Junior League of Jacksonville will hold its Whale of a Sale this Friday and Saturday.

The event will take place at the Greater Jacksonville Agricultural Fairgrounds and Expo Center.

The sale will feature gently used merchandise and will raise funds

JACKSONVILLE, Fla. -- The Jacksonville Library will offer four opportunities for prospective college students to learn the ins and outs of the college financial aid process.

The sessions are being offered through a partnership with the Florida Department of Education Office of Student

The sessions are offered free of charge.  In addition to the explanation of the financial aid process attendees will also be given tips for filling out financial aid forms, according to a release.

The four workshops will be held on the following dates:

JACKSONVILLE, Fla. -- The Jacksonville City Council's Land Use and Zoning Committee will meet today to discuss a controversial restaurant expansion plan in Riverside.

The owners of Kickbacks Gastropub would like to add an additional restaurant and bar next door to make room for their

However, some people who live in the area, including members of Riverside Avondale Preservation, believe the project does not provide enough parking for the number of people it would draw. 

The Land Use and Zoning Committee will meet today at 5:00 p.m. in City Council Chambers located on the first floor of City Hall. 

There will be a seperate meeting at 1:30 this afternoon to discuss parking problems in Riverside, which will focus on the King Street corridor.

JACKSONVILLE, Fla. -- When it comes to road improvement projects, the longer it takes the angrier motorists become. The Chaffee Road project has been in the works since 2009.

"It is a pain in the neck, " said George Felter.

"They said that it was going to be finished in six months," he said. "I understand the project has been two years."

The cost and how long it is taking has become the bane of the residents complaints.

Jim Logan, who also lives in the area, said the sidewalk rails are still not up, so the sidewalk is not open.

The Florida Department of Transportation, which oversees the project, has received its share of complaints,

"It has been a tough project," said DOT information officer Mike Goldman.

JACKSONVILLE, Fla. -- The Jacksonville Sheriff's Office Homicide Unit is on the scene of a shooting at the Logan's Pointe Apartments.

According to Sgt. Johns, a man is being transported to Shands with life-threatening injuries.

Sgt. Johns said the man was shot multiple times

Right now police are working to find the suspect or suspects.

No arrests have been made.

JACKSONVILLE, Fla. -- Monday night, we showed you the extensive brick work, and the project the city halted at Veterans Memorial Arena.  Tuesday night we sought more info on the possible water and moisture issues there. 

We've been trying to get an interview with the city about

We asked Councilman Bill Bishop to help us figure out the extent of construction and water problems, if any, at the $130 million Veterans Memorial Arena, which was built with taxpayer money. 

"That's the weak spot, where moisture's coming through the wall," Bishop noted.

He's an architect and has extensive experience with waterproofing and roofing.  We've been asking the city about this for days, after seeing widespread brickwork that's now on hold.

JACKSONVILLE, Fla. -- New Jacksonville Jaguars owner Shahid Khan's yacht is getting fueled up on the Northbank of the St. Johns River in front of the Hyatt Regency Jacksonville Riverfront Hotel.

According to a crew member, they are adding over 15,000 gallons of diesel fuel today.  The
...more yacht can hold a total of 55,000 gallons of fuel.  According to a website for the yacht, the ship is powered by two 1957 horsepower diesel Caterpillar engines.

Two 18-wheelers are being used to deliver the fuel.

According to the website marinefuel.com, Coconut Grove, Florida, is reporting an average marine diesel price of $4.33.  Based on that price, $64,950 worth of fuel will be transferred from the tankers to the yacht.
