MIDDLEBURG, Fla. -- Katalin Illes purchased her Clay County home in 2006 and has seen the value disappeared while her mortgage remains unchanged.

"It just drops," she said.

Her mortgage loan is through a credit union and she says homeowners with similar mortgages have fallen
...more through the cracks.

"You feel like you're stuck," said Illes.

Illes wants to know what is available for the good paying customers.

"Homeowners like us who are not FHA, VA, Fannie Mae and Freddie Mac, where can we find help?" she asked.

Jim Branch, Vice president of mortgages at Regions bank says there will soon be help available for many homeowners who may have lost hope.

"The good news is there's a lot available coming March 16th," said Branch.

Branch said if you're paying your mortgage on time that could be all you need to be eligible for help, it depends.

"There are some loans that are not going to be eligible for this

JACKSONVILLE, Fla. -- Duval County's graduation rate took a hit following the calculation of federal rules now being used to determine the percentage of students who graduate in four years.

In December, the Florida Department of Education released statewide numbers that put the
...more state's graduation rate at 80%, but the federal calculation drops the number to 70%.

The federal graduation rate counts students who receive standard diplomas within four years.  The state had counted students who received special diplomas.

In Duval County the calculation change resulted in an 8% drop with the federal formula lowering the graduation rate to 63%. In December, the state graduation figure gave Duval its highest percentage ever with 71%.

Duval County school board chairperson Betty Burney was not upset with the federal formula.

"I think what they are trying to do is get everybody uniform," said Burney.

After a year-long reprieve from rising foreclosures, the numbers are going up again.

One in every 624 U.S. households received a foreclosure filing in January, up 3 percent from the previous month, according to a new report from RealtyTrac.  Foreclosure activity froze in many states
...more in 2011, due to processing delays after fraud, or so-called "Robo-signing," were uncovered in the fall of 2010.  The thaw is now on.

"We expect the pattern of increasing foreclosures to continue in the coming months, especially given the finalized mortgage and foreclosure settlement reached in early February between 49 state attorneys general and five of the nation's largest lenders," said RealtyTrac's CEO Brandon Moore in a written release.  "Foreclosure activity increased on a year-over-year basis for the first time in more than 12 months in Florida, Illinois, Indiana and Pennsylvania, following a pattern we saw in late 2011 in states such as California, Arizona and

JACKSONVILLE, Fla. -- At City Hall, where they're required to keep the city business public, there's concern about posting constituents emails publicly.

"I think most people who communicate with city council members don't expect that communication to be put in an electronic fishbowl,"
...more said Robin Lumb.

Councilman Lumb met with several council members, in an open meeting, to see if posting the emails publicly will have a chilling effect on how they do city business.

Right now the city council president is the only one publicly posting his emails on a regular basis.

"Previously they had been posted at a public website and the city has changed some of its website technology. The only person that is routinely posting some of its emails is Councilman Stephen Joost," said Lumb.

A Times Union public records request for all January 2012 incoming emails to city council members has raised concerns about what is confidential and what is exempted

JACKSONVILLE, Fla. -- Ruby is a two-year-old Basset Hound that likes to get out for a walk, but that is causing a problem for Ruby and her mom.

"She's had really bad bites. We've had to take her to the vet for it," says Ruby's mom.

They can't seem to get rid of that pesky
...more little bug called the flea.

"It hasn't been cold enough to get a good kill," said veterinarian Dr. Kevin Russell.

A warm winter means infestations are a problem.  Russell said half his business is itchy dogs.

"I would say within the last three weeks I've had a lot of people saying I'm having flea issues and these are people that are doing stuff," said Russell.

His patients say they've sprayed the yard, the home and are using flea protection on the pets.  But they say it's still not taking care of the flea problem.

"Once you find that flea on the dog, single female flea lays 30 - 50 eggs a day.  Once you find that adult flea, you are already playing
