JACKSONVILLE, Fla. --  For decades Earl and Sue Allen have rented out mobile homes individually on their Northside property.

Last month, the Florida Department of Health inspected the property and told them they need to become a mobile home park.

"We could not believe it,"

Allen said the last time a mobile home was placed on the property was 1986, and they have complied with all state and county laws.

"We're torn apart by it. We don't know what to do," she said.

They're confused and frustrated and the bureaucracy is not helping.

The Florida Bureau of Mobile Homes told them they do not meet the standard for a park and the zoning department told them they're not zoned for a mobile home community.

"We don't understand who is right and who is wrong," said Allen.

And if they refuse to turn their property into a mobile home park they are subject to hefty fines. 

"We are fined $500 a day

ST. AUGUSTINE, Fla. -- On the heels of Wednesday night's GOP debate, a local businessman says he's the loser in this contest.

Rob DePiazza owns Screen Arts in St. Augustine, a print shop in business for 35 years.

In January, he was contracted to print off 650 yard signs and
...more 10,000 bumper stickers for Newt Gingrich.

Only after he started the work, he started getting nervous.

"I started worrying, because the need for the signs was diminishing rapidly," said DePiazza.

DePiazza says he was contacted by Robert Smith, a St. Augustine resident who had put him in touch with campaigns in the past.

"We had to reproduce the official artwork, and the artwork has the disclaimer on it. Newt.Org, Paid For By Newt 2012," he said.

But when it came time for payment, DePiazza says he got a check from Smith, not the Gingrich campaign.

That check bounced, and Gingrich lost Florida badly.

JACKSONVILLE, Fla. -- The White House sent a team to the First Coast to tout the value of small businesses in creating jobs and helping in the economic recovery.

Cabinet Secretary Christopher Lu  participated in a forum that targeted Asian and Pacific Islanders who have businesses on

"Over the past three years 17 tax cuts," said Lu during a speech outlining what the President Obama administration has done to support small businesses.

Manish Kothari is owner of Prism Lighting, a small company in Mandarin that manufactures emergency lighting used by fire departments.  The company is ten years old and employs six people and is expanding.

"You cannot keep your boundaries to just one country. You have to look outside," said Kothari, who noted the cost of shipping and receiving goods has gone up almost ten percent in the past year.

ST. AUGUSTINE, Fl.a -- A piece of history on the First Coast is in need of repair.

The Lightner Museum in St. Augustine has cosmetic and structural damage.

"We have the largest accumulation of late 19th century, early 20th century decorative art in Florida," said Bob Harper,
...more the museums executive director as he walked around the museum.

There are paintings, sculpture, and glass, but there's more on display.

The building's disrepair is also in view.

"In a building like this, the movie "The Money Pit" is not far from the truth," Harper quipped.

The building is more than 120 years old, and it's an iconic image of St. Augustine.

Look closely, and you'll see paint is peeling, chunks of plaster have fallen from the ceiling, and the outer walls are cracking. The biggest concerns, though, may be the water leaks.

"The main thing is the roof leaks," Herschel Shephard explained.

JACKSONVILLE, Fla. -- A Five Points businessman is upset over a city ruling that is ordering him to remove some recent storefront improvements because they are inappropriate.

Jayson Evans has owned the Blu Hair Salon on Post Street for eight years. He recently added some aluminum to
...more the walls outside his storefront and painted them silver to " give the place some pop" and "to attract attention" he said.

"I have received no complaints, in fact the opposite", said Evans. "People have told me it looks awesome. It makes the place look better."

Jackleen Akel manages Gina's Deli next door and said she likes it.

"I don't have a problem with it, there is nothing wrong with it, to me it stands out and brings attention. It brings the customers in."

But the city has ordered Evans to take it down.

JACKSONVILLE, Fla. -- Terry Parker defeated Ponte Vedra 65-59 in overtime in the regional semifinals on Tuesday night.

With the win, the Braves will visit Panama City Rutherford on Saturday night.  The winner of that game will advance to the Class 5A Final Four.

JACKSONVILLE, Fla. -- The Jacksonville Sheriff's Office is looking for a dark green Honda Accord that investigators believe hit a pedestrian yesterday morning.

According to police, the crash happened around 6:30 Monday morning near the intersection of Atlantic Boulevard and Arlington

As the car, eastbound on Atlantic, slowed and pulled into the center turn lane, the victim walked in front of the car, according to police.

The car stopped briefly, then drove away.

The victim is identified as 54-year-old Kevin Shawn McQuaid.  McQuaid was taken to an area hospital with life-threatening injuries.

McQuaid was also listed as a missing person, suffering from dementia and schizophrenia, according to police.

Evidence at the scene shows the suspect vehicle is a 1994-1997 Honda Accord, four door, model EX, dark green in color.

It should have a sun roof and seven spoke, alloy rims.

JACKSONVILLE, Fla. -- The Jacksonville Library will offer four opportunities for prospective college students to learn the ins and outs of the college financial aid process.

The sessions are being offered through a partnership with the Florida Department of Education Office of Student
...more Financial Assistance (OSFA).

The sessions are offered free of charge.  In addition to the explanation of the financial aid process attendees will also be given tips for filling out financial aid forms, according to a release.

The four workshops will be held on the following dates:

Monday, February 27th, from 6:30 - 8:30 p.m. at the Highlands Regional Branch Library.
Tuesday, February 28th, from 6:30 - 8:30 p.m. at the Southeast Regional Branch Library.

JACKSONVILLE, Fla. -- The Jacksonville City Council's Land Use and Zoning Committee will meet today to discuss a controversial restaurant expansion plan in Riverside.

The owners of Kickbacks Gastropub would like to add an additional restaurant and bar next door to make room for their

However, some people who live in the area, including members of Riverside Avondale Preservation, believe the project does not provide enough parking for the number of people it would draw. 

The Land Use and Zoning Committee will meet today at 5:00 p.m. in City Council Chambers located on the first floor of City Hall. 

There will be a seperate meeting at 1:30 this afternoon to discuss parking problems in Riverside, which will focus on the King Street corridor.

JACKSONVILLE, Fla. --  It was a battle of the brains Saturday as several students competed for the title of 2012 Regional Spelling Bee champ.

15 students from several counties took the stage at the library in downtown Jacksonville to spell some fairly difficult
...more words.

Many of the students lasted several rounds but in the end, the winner was Grace Remmer from St. Johns County.  This is the third year in a row she's won.

The deciding word was "nutria".

"When I heard my final word I was so relieved that that was something I'd seen before," said Grace Remmer.

"I'm exceptionally proud and it's so rewarding when hard work pays off," said her mother Jennifer Remmer.

Grace will now go on to compete in the Scripps National Spelling Bee near Washington D.C.  Last year she placed 14th.  She'll take the all expense-paid trip once again to be there for Bee Week in May.
